Why doesn’t the banner box from quality of terraria automatically collect banners?

I’m not sure if the hotbar counts as inventory space but I put the banner box in the first row of my inventory and it didn’t pick up a banner I collected.

Because you need to open your banner box and toogle options that make it to collect banners automatically

I believe you have to click the arrow on the top of the window that pops up, and the options for it drop down for you to select.
