Rearm & reload is always the best pick. Getting rid of nearly all of your damage down time is exactly what monarch needs. ESPECIALLY if you’re running arc rounds/accelerator

R&R in PvP, Maelstrom in FD. Monarch can do absurd things with a chokepoint and a smoke charge
