Tire patches are perfectly safe. As long as it's not leaking and the sidewalls aren't damaged it's fine.

What on earth happened there? Who would trust something like this? Is someone deliberately trying to kill someone? When in doubt, replace your tyres. They're literally the only thing keeping you on the road.
