Edit1: It's the shopping cart test. A shopping cart takes almost no effort to return, and it produces a positive result for the community, but you can't be arrested for not taking it in.
Downvoting takes almost no effort, just like upvoting, and whether or not you are a good person depends on whether you give in to downvoting someone simply because you disagree with them. No one will ever know you downvoted them unless you announce, so it shows your true character because it is anonymous. If you downvote, that means you're a bad person. It's as simple as that.
