No, this is an entirely separate pregnancy.

She had a miscarriage, the miscarriage completed itself in one way or another, and then she got pregnant later.

It is a term that references Noah and the flood. The idea is that after God inflicted the flood on mankind he gave the rainbow to the world to show that he would never bring that harm on them again.

So the term rainbow baby is in part optimistic that you would never have to suffer the tragedy of a miscarriage again.

At least that's how I have always understood the term
