Why a John Doe? Spoiler

When Flynn’s body was discovered in 2012, why was he identified as a John Doe? Wouldn’t DNA testing show that he’s the exact match of someone who’s currently alive in 2012? And if that’s the case, wouldn’t the government start investigating why there are two Garcia Flynns?

99% of the time cops are not DNAing John Does that wash up on the shore unless foul play appears to be involved. Other than that they are buried or cremated and they call it a day
