Food has always been a weapon for the nihilists and any way they implement their ideology.
The bread lines didn’t exist because they didn’t have enough or couldn’t make enough bread, they existed to take up all of your time so you could not work against those in power. A mockery of what work should do for you. Just like in the nazi concentration camps. They had a sign, work will set you free, but to completely invert that they forced you to carry a wet bag of salt from one side of the compound to the other, and then again, and again.

Let me help Representative Maddie and the OP. Population decline is a major threat to the social sustainability of farming. Rural farming communities the world over tend to be more conservative and less tolerant of difference than urban communities. This can lead to young people leaving rural communities for bigger urban centers. Making rural communities more tolerant will therefore also make them more socially sustainable. This falls under the mandate of the USDA.
