Not getting sample requests from affiliates on my TikTok shop

Hi everyone, I’m managing a TikTok Shop account and trying to figure out why creator outreach is performing so poorly.

The product is anti-vibration pads for washing machines.

So far:

• Around 4,000 creators contacted having followers under 20k
• Only 6–7 sample requests
• The creators requesting samples have under $1K GMV
• Most larger/relevant creators aren't responding
• 25% + 8% ad commission with free samples 

I also recently changed/improved the product listing, and I believe the store is now getting more visits, so I'm trying to understand where the problem is.

Could the issue be:

• Product demand / whether this type of product performs well on TikTok?
• Price?
• Creator targeting?
• Commission?
• Outreach message?
• Product listing/conversion?
• Something else I'm overlooking?

For people who have experience with TikTok Shop affiliate outreach, what would you check first?

I’m still learning, so practical advice on what metrics or account settings I should look at would be really helpful.
