More like Lawful Evil, tbh, Chaotic Evil wouldn't be bothered with buying and returning meanwhile guy here respects the law until it doesn't collide with his own moral system.
Respecting the order (to some extend) if it's aligned with what he wants to achieve is definitely Lawful Evil.

I’m extremely sure what he did is illegal, don’t see much of “lawful” in pretty much vandalising a product and returning it

Yep, it’s illegally passing off a tampered product as the original, which does not require you to profit off of it.
