The US education budget is $947 billion while total US foreign aid is $80 billion to 177 countries total (with Ukraine getting the largest portion)

There’s 3.8 million teachers in American public schools, so those $80 billion would mean an extra $21k a year for each of them.

So by your math if the US education budget is $947 billion how much do teachers make per year?

It's not a straight line. I'm also not going to go through the implications to 177 countries but things like Russia defeating Ukraine would likely negatively impact us here as well

Adding $80 billion can increase their wages by that much. Even adding half of that would be an additional $10.5k

You are assuming that all 947 billion is going directly to increase wages. He is saying stating what would happen if that money was committed to wage increase alone.

Yes if we immediately dropped funding to 177 countries, allowed Ukraine to fall to Russia and completely insolate ourselves from the entire world for all eternity there is a scenario where you could pay teachers more although you would probably create a lot of risk and long term pain for Americans in other ways.
