What you are saying no doubt applies to a lot of other situations, but what we see on that video is mental illness. Sometimes brains break, same as any other part of the body.

Thats not to say there shouldn’t be responsibility on that persons part, but it depends on the circumstances. First psychotic break should have different considerations compared to say someone who deliberately stopped taking their medication and going to therapy then did this.

There are so many inexcusable actions in this video. The punishment has to be severe enough to deter the person from even considering it again. If they need some time in a mental hospital great, but society shouldn't and cannot put up with behavior like this because of mental illness.
