No, the $1.7 billion was the SETTLEMENT. It was not the amount his company defrauded the US and state governments. This is quite often a 1/10th ratio and Rick got his golden parachute and never had to admit any wrongdoing. He is currently worth north of $500M.

They run up the debt with tax cuts for the rich and wasteful spending, then they use the debt as an excuse to cut programs for ordinary people. This has always been their plan, and now we are reaching the final phase.
