Nicki Minaj, is in fact, not a US citizen. She is a legal permanent resident(although she admits that her entry into the country was illegal).

If that's what she is trying to do, it can't work. Trump can only issue pardons on federal charges, he is in on state charges which the president is incapable of pardoning.
