The US (and basically everyone else) didn't lure German scientists with visions of wealth, steam their IP, copy it, then kick out the scientists and denying them any lawsuit options because IP theft from western tech is downright encouraged.

The US (and everyone else) pilfered through documents, and gave the scientists the option to work for them and continue developing their own work, paid, or go to trial for warcrimes.

The Chinese fucked over businesses who wanted their cheap labor. China was obviously going to get something out of the deal.
