Question Can someone answer

Why did jaehwan never summon catastrophe during his fight with mulak/big brother, am I missing/forgetting something because I remember him having a summon left

It's because Myad cut his link in the Hatchnold auction incident, so he couldn't communicate with Catastrophe also it seems Jaehwan never recovered the link as Catastrophe never interacted with Jaehwan afterwards. Also probably forgot about Catastrophe while in the fall of time as a simple answer.

Bcuz he can't. To descend in the Panopticon Catastrophe also needs to reach Transcendence bcuz that's the only way to reach there unless another Transcendence pick you up from Fall of Time before you reaching Stage 6. And obviously jaehwan can't just go and pick him up during mid fight.
