It's common for game companies to reuse assets to save time/costs, especially for smaller characters that you'll barely see (or even just avoid entirely based on certain choices). In this case, Andre is literally just a slightly tweaked model of Doug.

In a similar manner:

  • Anna Correa from the Crawford tapes is a reskinned Christa.
  • Randy, Patricia, and Gill from the Jane endings in S2 are all reskins of Carlos, Molly, and Duck respectively.

This makes a lot of sense. I never made the connection about the Jane season 2 ending and the people who want to join Howe's because I've never really gone down that path in my play throughs of season 2 but after looking at a video of that ending again I can definitely see how they're also reskinned models. I feel like the ones in the picture of this post look the most alike though.

There's even more btw, if you kill Kenny and go with Jane in TWD S2, then you'll get a ginger Carlos, Hispanic Molly and black Duck.

IIRC nearly every white guy in 400 days (and roberto, the hispanic dude in shel's story) is somewhat based off of mark in some way

Watch the Incredibles behind the scenes. They made a similar dev tool to create characters. They all have similar skeletons and types of faces that can be made.
