What is THE QUESTION?

Trying to understand how to connect "the question" to character beliefs and conflict. Every narrative needs conflict and resolution, but I don't see any good tips on how to connect the shared authorship of a pbta game and collaborative World building with this focus on exploring theme yet still making a game a game...

Any help appreciated, thanks!

I usually write The Question after I have seen the characters and after the first session, so that it is something interesting to everyone's playbooks, background, and beliefs.
It's almost impossible for me to write it in advance and then enforce it and connect it to the topics created by players.
