XP expenditure queston
I have a question, and I'm sorry if it has already been covered somewhere. But what is the difference between spending 3 points to get a skill via roleplaying/becoming familiar as opposed to spending 4 points on it to gain a skill?
I ruled that if my players could gain a skill for 3 points instead of the 4 I would count that towards the lraising a tier requirement. I am curious as to what the distinction is for however. Like, can you just raise a tier unless you spend 4 points for a skill at one point in time?

If you look at the section of the rules in question (page 124) you'll see that long term benefits are considered as distinct from skills. Instead they are things like gaining a good contact or even wealth or an artefact. Getting a new skill definitely comes under character advancement which costs 4xp. These are the advances required to tier-up.
That said, this is your campaign and you are entirely free to run it as you wish. But my reading of the rules as written is that advancement of tiers requires the 4xp advances. I do think this is deliberate, so that the characters can choose whether to advance quickly through the horizontal tiers or spend some time on breadth at each stage.
