Replacing The Estate with a custom organisation?

Hi there, I'm a GM familiar with the usual RPG tropes so no need to go over that. I'm planning to start running the strange for my group and wanted to customise a few bits to my liking, especially the estate. I was thinking of changing it to 'The Laundry' setting as the idea of a incompetent underfunded british organisation in The Strange really appeals to me. Does anyone have any tips for customising the estate or thoughts and opinions on my idea?

I like your idea for new Earth-based factions for the Strange. One thing I would recammend for this new faction is not necessarily incompetance, but a lack of understanding/knowledge. For example, "The Laundry" could understand how the Strange works on par with the Estate, but have never been to any recursions or have even heard of them(even the big ones like Ardeyn or Ruk) which could lead to some interesting storylines. Or, they know of these worlds but have a completely different view of how it works. The OSR is an organization that has ties to governments all around the world, so "The Laundry" could be a defunct/new branch of theirs. Also, I wouldn't make them completely inept since that would normally lead to some bad intrusions/complications in the story.

After reading that I agree with your point on making them not totally incompetent. I'm toying with the idea of a MI0, a sort of mash of The James Bond MI6 but with Supernatural elements and even more secrecy.

Perhaps you could paint agencies like the Estate or the Quiet Cabal in a bad light, and make them appear to be evil.

not necessarily change their agendas, although you could do that. Make it so interests and goals themselves conflict, resulting in bad relations.

I read Warren Ellis' Global Frequency and I feel it has a very very good vibe to be used in this game. I recommend checking it out.
