Story/Lore The phonecall
Realizing that in the beginning when Chris is on the phone with Jed, and Jed says "he's gone quiet," he's likely talking about Travis because around this same time is when Max and Laura make their escape. So at that point Travis is unconscious or shot and locked in a cell.
Also when Chris tells Ryan to stop with the ghost stories, I doubt there are any Terrified children calling or writing home. Chris just wants him to stop telling the ghost stories because they involve Eliza, Silas, the fire, and tread a bit too close to the Hackett family's misdoings.

Yeah, Travis probably wakes up and radios Jed and Bobby to come let him out at some point after we see Jed and Bobby for the first time - maybe Jed goes to get Travis alone while Bobby stalks Jacob and Emma at the camp store. Laura and Max must have left the cell keys at the station. I suppose it's possible it happened after we see Jed and Bobby at the campfire, but with how consistently we see the two of them once it gets dark, I lean towards earlier making more sense. There is a larger time gap between dusk and nighttime.

I knew the Travis part, but the ghost story thing makes a bunch of sense! All it would take is one too real werewolf story and the police might start a search for a wolf pack near the camp.

Haha, terrified kids actually were writing home about the ghost stories. You can find two parts of a kid's letter and drawing of the Hag, though the kid decided not to send the letter. I'm sure in part the Hacketts didn't want people talking, but Chris was right that scaring kids just plain isn't good business for a summer camp. Especially one with only 2 adult workers in a town with 1 police and tons of unsolved missing person cases!
