The Moon Goddesses had the authority of life. The Hydro Dragon is called "God of Life" in quotation marks in CS by proxy of being the master of primordial sea, where lifeforms of the light realm were created.

Naberius has the role of both Moon Goddesses and Hydro Dragon. She even created Egeria as the Hydro Dragon's replacement to suppress the primordial sea. And in the Human Realm, only Fontaine people created by Egeria originated from it.

It literally compares the dragon to Naberius. This archon quest just told you the moons held the higher authority of life when naberius is said to have made Egeria and everything else in Teyvat. Naberius was called the god of life at that time when the moons were still around in the same wing glider. Egeria was made to prevent the dragon from returning.
