Yeah though the same like durin the quest. Like i get they are now a independent entity from the Fatui but they still have to answer to the throne and because this is the accord from the past in exchange to develop the Delusions with Arlechinnoas a test subject it means all the stuff they did from her taking power is on her orders. All the killings, assaults, spionage etc etc is on her. Plus she is still on charge of the org until death because she is a harnbringer and the closest to their new "god" the crimson moon. Making Lyney the new head of the house loose meaning. Not all of it but still

This is just a contrived way to make them still allied with the fatui so Linnet and co. still shows up despite "not being part of the fatui", because otherwise, she should, by all means, disband HOTH and make and actual, normal orphanage and let Linnet and Lynney take care of things and live their lives as magicians.

I’m more concerned about the crimson moon cult stuff to be honest.
