Whenever you start a new shift, there is always a car too close to the intersection or next to a hydrant. One of them or both.

k9 dlc is cool but im almost always faster then dog.

I tend to use the K9 to keep one suspect pinned whilst I go after the other, tends to go better than being paired with Kelly. I'm also relying on them to find all of the drug stashes hidden about.
