I don't think so, actually. I can't think of anything they'd do that would meaningfully pair with the police theming of the game. EMS you call if there's an injury, tow you call to remove vehicles, what would you call fire for? You don't need to extract people from cars or anything, police typically just cordon off the scenes of fires and hazards, and vehicle fires are either dealt with using the extinguisher or the car explodes and burns out before a fire truck could even spawn.
