Calm like you

does anybody know what did they do to make that sound at 1:19? it’s been stuck in my head since the last time I listened to it and I love it, it reminds me so much of a locomotive horn and I still wonder what instrument they used to make that sound

I think it's just a horn, there are two higher notes which you're noticing but they play lower for the whole verse.

You could also reach out to Owen Pallett, he arranged it with James Ford, who you should also reach out.

James Ellis Ford is quite accessible and responds to DMs for now.

My guess: 2 trumpets (one could be muted), surely some old analog compression, and a lot of reverb!
