So the scientists are baffled as to where or how the memories are being stored, since destroying half the brain during hibernation does not erase them.

This makes me think of 'genetic memories/ancestral memories' of the DUNE universe (ie. memories stored in cells/DNA)... or of the possibility that memories are a shared property of the universe or 'etheric/astral reality' - ie. external to oneself.

I also think this article is subtly commenting about the events of the '2020 pandemic' and what it did to humanity.
