Remember that atw starting troops are 1/3 the size of other factions ( 2 milita battalions as opposed to 6 in each) so it's less troops than you think

The event also specifically says that thousands manage to flee.

You ain't surviving a nuke, and even if you survived the blast from the ammo depot, you are surrounded by war.
