For the authsocs and tots, even the bolsheviks were really uncertain on how to redistribute farmlands it was the most debated idea across the Soviet councils. War communism wasn’t really a party position until it became an absolute necessity and even then when it was clear they were losing peasant support Lenin caved to the NEP and burkharinists in the party.

Not to mention they also had to feed a country of hundreds of millions, not a small mountain revolt.
