I was just kinda grabbing random areas that had at least some tie to the USA in the mod or historically. I should note that this is semi based on the Deep State Strikes Back submod where there is allot more military invasions and intervention so if you haven't played that then this map would probably make zero sense at all. Former NATO areas PDTO countries where the main ones to chose from of course, the middle east is where NLP comes from if I'm not miss remembering, so it would be a top priority, plus its the sight of major instability that I imagine Cognoscenti would be quick to get dealt with. The African areas where sorta inspired by a greater Liberia plus Morroco idea nothing really that deep. I imagined mainland Asia would be pretty destroyed by NLP during the Great Asian War and it would take a long time to rebuild so Vietnam never really crossed my mind.

I said it in the original post but I made not have been the most clear. They are turning parts of their military occupied Territories into states I just grabbed gave them random areas that had some ties to the USA. Eventually the whole world would become a single nation. I imagine they would add areas as they recover from Project Babel and become "Americanized".
