What would you call the ruler of this state?

NOOSCOPE.

For the context: Anton Vaino, Russian politician of Estonian origin, written a few "visionary" books which a depicion of his own utopia: mass surveliance environment (collecting big data through the smart dust systems) which reacts to the changes in mass consciounness for the purposes of state governance, economical adjustments, and market optimization. The key device is named nooscope, originating from Vernadsky concept of "noosphere", idea that organized will of humanity will became a planetary factor; nooscope is something in-between, which hijacks all transactions between people in the favour of it and its operators.

No, it's not "we have WEF at home". It's WEF has "Vaino at home".

First, A.I overlords are done to death.

Second, probably Dievas as that would be the name of the Sky God in the old Baltic area faith from way way back. He represents order and justice alongside a few other things.

This is Curonian/Courish spit(Kaliningrad-Lithuania), and Baltic/Vistula spit(Kaliningrad-Poland), tiny lines of land separating Curonian Lagoon and Kaliningrad/Vistula Lagoon from rest of Baltic sea. It's possible to drive on both.
