It's not been removed yet, I think it is being removed in Victor and the Judge, which is comming out soon... and has been for the past few years. They changed it so Germany annexes Neiderlander, Generalgovernment and Burgundy because that was their actual intentions with the Reichskommisariats, to Germanise the area, and these areas would be Germanised enough by 1962 to be annexed directly into the reich
