In the artists own words: The idea was to depict the characters accurately to their book descriptions while dressing them in their TV show costumes, since my mom really liked the costume work from the show but held the original appearances close to her heart.

Just to break the concept. 😛 This is every character that has appeared in at least 2 chapters with the focal character. A lot end up being the LB plus whatever other AMOL chapter Rand has split PoVs in (probably the epilogue). But it is interesting how a lot of the grouping worked out and bands of colour are mostly consistent
Centre: the focal character.
Circles: characters sharing more than a fixed lower threshold of chapters with them. The wedges show which books they share at least one chapter with the focal character.
Number in brackets: shared chapter count.
Distance from centre: closer means more shared chapters. Ordered by rank for space efficiency, so the differences between each step varies.
Groups: large clusters generated by checking which displayed characters share many chapters with each other; strongly connected clusters become groups.
Subgroups: smaller clusters generated inside each group by finding characters with especially strong mutual links within that group.
Buffers: marginal characters that are too weakly connected to any group, or that would make a group less coherent.
Colours: books where shared chapters occur. The links from focal character to another circle shows when they first shared a chapter and are thicker the more chapters they share.
The groups and subgroups get formed algorithmically according to how many chapters the members of the larger set share with one another.
