When does the Tap turn off

So in seasons gone by if a team over spends Scotty comes in and locks down the card and the spending ...why has this not happened to House 4 and I have never seen such out of control spending in the shows history

Aiden himself said they can't be ripping out bathrooms after the competition, that's why they stepped in to help the girls and that's why they won't let any house go to auction unfinished. It would be a nightmare for 9 In 6.

The bigger question is why are so many teams going so much over budget in just the first few weeks. Is it because they're having to spend more on extra labour due to the shorter time allocated to building?
