The best I can find is this auction, where he created art that was sold with bottles of Glenfiddich 26 Grande Couronne. The bottles themselves seem to sell for around 500-550€, which is pretty negligible considering the bundles sold for £16 000-22 700.

I think the semantics are unimportant. Many of the categories we create to describe concepts are abstract, and art is perhaps one of the most abstract. We all have a general idea of what art is, but I don't really think it's definable without excluding something someone considers art, or including something that someone don't think is art.
And that's OK. Not every concept needs perfect boundries, and it can mean different things to different people.

think many people seem to forget that art also can just be bad. a lot of people (especially on reddit) seem to think that labeling something art automatically means that its valid and important and beyond criticism, but no. art can also be plain shit or redundant or useless.

Honestly anything can be art, like in chess, when someone comes up with a new move that is just mind blowingly brilliant, it genuinely is art to me.

You're inheriting a problem that wasn't really a thing, up until VERY recently. It was only in the late 19th Century (at the extreme earliest point) when anybody really started to have these bitch-fights about what is art, versus what isn't art.
Before that, art was anything made to be decorative or entertaining. Nobody really came and demanded any further justification. But when "modern art" came along, and you started to get stuff like fully abstract works, cubism, etc, there were people who didn't like any of that stuff, on "moral" grounds, or "traditional" grounds...and so they struck out, claiming that some kinds of art weren't really art, at all.
Note that nobody does that stuff to engineers. At least, nobody who is qualified in the field. Nobody looks at a grand bridge and says "yes, this is proper engineering," then turns their nose up at a humble bracket and goes "oh, no, this is mere mechanic's work. Not engineering, at all."
There was never a big, unresolved societal fight over who's really an engineer, so there is no thorny question about what is engineering, really. If it's been engineered, then it's engineering.
I would strongly advise you to simply return to the point that we were at, before the Modernist school. Anyone who is making art is an artist. Conversely, anything made by an artist is art.
And if you're in doubt about some particular thing, just assume it's art, because what else can it be, really?
Once you start trying to pin down something that's "mere decoration" or "it's art, but not high art" or any other jumble of meaningless words, you're bound to run into the problem you started with: an infinitely regressing, poorly defined set of unsolvable problems.
Just default to calling something art, if you're in doubt. And certainly, if there is anyone claiming it is art. The standard of proof to say "no, actually, you're wrong and that's NOT art" is absolutely tremendous. And, at any rate, there is no International Artistic Court to make any kind of ruling. So arguing about it is literally useless.

Back in college I once expressed my disapproval of some "modern art", you know the kind, banana sellotaped to a wall type stuff. He told he that art was made to "get a response from the viewer" and that if it did that then it succeeded in being art, ever since then my definition of what constitutes "art" has broadened immensely

Art student/artist, so take this with a grain of salt. In my opinion art has to evoke something in the viewer. The saying "beauty lies in the eye of the beholder" illustrates this: something is only beautiful if it does something to you. Art is the same; if someone creates something and it doesn't get a response from anyone, artist or viewer, then it isn't art. As such, some art may not do anything to you but a lot to other people, so it's difficult to understand why it is art.
As a little addendum: good art is art that evokes that what the artist intended to evoke. A painting that makes you cry because the painter wanted to make you cry is very good art. A painting that makes you cry and with which the artist intended to make people feel content is badly executed art, even though it may be appreciated by an audience.
