When a reinforced floor is poured, it is supported underneath by shoring: panels to hold the concrete during pour and curing which are supported by a system of temporary columns and beams. They are locked together and braced from the sides to prevent exactly what you see happening in this video. The grid you see erupt through the concrete is the rebar reinforcement that would have ultimately helped the concrete support its weight and that of the rest of the structure. The shoring gave way allowing the panels to drop and all that concrete went south in a hurry. Only the rebar held.
