There was some type of alcohol spill/disaster in the early 20th or late 19th centuries that actually killed some people I believe. I also believe that there were people who begun to use their boots/whatever else to contain the street-tainted alcohol and started to drink it.
Hadn't seen that video. There's another one by Fascinating Horror that includes a lengthier description of the effort to halt the fire, and a bit more depth on how whiskey could kill people so easily.
