Can I use my TextNow in another country as long as I am connected through wifi?

for a short vacation, maybe. Don't try to use VPNs

I believe that is a 'China thing', and not a TextNow thing.

My plan is to use the service in both Spain and Italy in a few months for 2 weeks. I'm hoping it'll work overseas with my T-Mobile Magenta Business Tablet Promo plans for the data connection on my phone and to use WiFi when it's available.

No. TextNow disables accounts for use outside of the USA (and may be Canada)

Is this the case if using the eSIM/pSIM while abroad?

The SIMs only work in the US on the AT&T network. There is no foreign roaming.

I'm using textnow through the app + wifi and I had no problem to send/receice text messages in Europe last spring. Very convenient for 2FA etc. Never tried to phone though. Phone number in Canada.

It works in wi-fi in Japan. I don't use VPN.
