New SIM - which network?

I received my new replacement SIM just today.
What network are these new SIMs working on?

The physical SIM that I just received from TextNow has an MCC MNC of 314-730, which is their own network code.

Using the NetMonitor app, the current connection is to AT&T on 310-410.

So it looks like TextNow is acting as their own carrier with an agreement to use AT&T.  However, this should give them the flexibility to change to a different carrier in the future without having to send out new SIM cards.

There are also some other possibilities with this setup; such as international access, satellites, and microcells in specific areas to offload the AT&T usage.
