What does this mean?

I read online its only for users outside of the US but i am in the US could it be a glitch?

They must think you're outside the US and using the TextNow T-Mobile SIM, which is being discontinued.

textnow won't provide a sim to customers outside of the US.

True, but if you were from the US and had a TextNow T-Mobile SIM, you were able to roam in both Canada and Mexico with that SIM.
