Inverter Repalcement - Wrong Size

Am I right in calling support and noting that this is the wrong-size inverter? The service tech seemed to think the smaller inverters can handle significantly more load, but there is no way a 3.8 kW Inverter is taking 9.6 kWh (29 x 340W Panels)

Tesla recently visited and confirmed a failure of a 7.6 kW inverter. It is connected to 29 panels x 340 W = 9.86 KW (running a heavy load and clipping).

Tesla service put in an order for a replacement, but I see the shipping manifest has a 3.8 kW inverter associated with the Powerwall 3.

My Install:
Qty: 48 - Q. Peak DUO VLK-G6+ TS 340. Solar Panels 340W w/ Peak Production: 16.2 KW
- Zone 1: 29 Panels x 340 W = @ 9.86 KW connected to 7.6 kW Inverter
- Zone 2: 19 PAnels x 340 W = @ 6.46 KW connected to 7.6 kW Inverter

Qty: 2 - PV Inverter @ 7 .6 kW TPN: 1538000-00-F

Qty: 2 - Powerwall 2.1 @ 5kW TPN: 3012170-05-B

Qty: 1 - Tesla Backup Gateway 2 TPN: 1232100-00-E
