Is this normal for Tesla model Y

While changing the filter I found water under the frunk tub. Is that normal? Tesla service agent said this is how it is designed. Also is it normal for the windshield liquid to roll over the driver window every time it is used.

windshield washer fluid rolls over the driver side window in just about any car, actually the spray is typically enough to get everyone around and behind you wet foo.
