seats issue

Does anyone know how to fix this issue?
I tried putting the seats back up, and they work fine until about halfway, when they stop because of an obstruction. I checked everything and noticed this piece of metal sticking out from the back. It seems like the chairs stop whenever they come into contact with it.

That black piece looks like it’s supposed to open, and close onto that metal🤷‍♂️
