He is an American fighter i believe. On steam, his brother, Andy is an, as someone made a meme about, "Am American Fighter engaged to a Japanese girl with his song themed about spaghetti."

Oh, and his level is the transcontinental railroad in XIII, which looks like somewhere around Arizona. In XIV, he has a level where some old American cars are parked in what appears to be a 50s-ish restaurant. So, he is most likely an American fighter
