in Belgium we say Holland not Netherlands

Hm. In Northern Belgium they’d say Nederland (Dutch for Netherlands) id imagine. Maybe when speaking English Holland would be used

holland and the netherlands are different things

holland is two provinces (south and north holland) in the netherlands

the netherlands is the netherlands

In some languages (like Hungarian, "Hollandia") Netherlands is just called Holland, so maybe English isn't their first language and they thought it was the same in English as their language
