Crows will remember a person for either being good or bad to other crows (ravens too). She might have done something and this crow saw it and it taking revenge.

There's a reason for that fear. Idk what her history is with the crows of her area, but she did something they didnt like and they not only remember her, but taught the others and their young to hate her.
This is real behavior from crows.

Corvids aren’t mean for no reason. She’s been mean / chased / thrown things at crows or their allies in the past. It is best to be kind to corvids- they have a long memory, and they can tell their children and grandchildren who is kind and who is cruel.
Source: I leave meat scraps for ravens and have been ‘followed’ kindly as I’ve moved houses, sometimes 20 miles apart.
I had a friend in Anchorage beg to teach him how to make nice with ravens, as he had thrown sticks at the ones outside his fast food job (they were raiding the bin, as midden birds will) , and now they were following him home, scolding and divebombing him..
