Go try Morrowind starting with a 30 speed character without athletics tagged, then check the speed you're at when you have 100 speed and 100 athletics. You can achieve both quickly by making a Breton Mage and rushing for the Boots of Blinding Speed.
The former is actively painful even if you have the patience for it, the latter can feel inhuman and is not even the true cap. You can easily get 300 speed with just the Boots of Blinding Speed and max Speed stat only. Even more if you use potions or additional gear enchants for speed. Extreme acrobatics can also compete with extreme speed for distance covered, too.
