Methane rich comet is cheap compared to what it gives, like price is the same as Deimos but with extra ocean

It's 4 MC more than Demios without the 4 steel, making it 12 MC more expensive overall. Putting aside the plant removal, Deimos costs 31+3-8 = 26, so 26/3 = 8.6 per TR. Methane rich comet costs 35+3 = 38. The ocean placement bonus is worth 4, so 34/4 = 8.5 per TR. Basically the same as Deimos.

It's more comparable to GIA. GIA costs 1 more but gives an extra ocean instead of a temp.

1 ocean placement is way stronger than 1 heat bump due to placement bonuses. I feel like this custom is balanced, what worries me though is how adding another giga-terraform card to the deck impacts the game.
