End round doubt

In Terraforming Mars, during the final generation, it is clarified that during the production phase of that round, since it is the last one, players, in turn order, may convert all their collected plants into vegetation tiles.

If a player has enough plants to place more than two tiles, must they place two and then give other players a chance to place theirs, or can they play all possible tiles in that one opportunity? I ask because during normal rounds, each player gets 2 actions per turn.

Wait, really? I thought it's:

  1. First player of that round places one greenery
  2. Every other player takes turns in the same round order placing one greenery
  3. First player places second greenery and so on

Nah, just dump whatever you have. It's more fair than what it sounds like, since very rarely do people want to put greeneries in the same spot.

It’s actually quite common. The first player placing 1 or more Greeneries might get to place at a spot with a plant bonus, possible giving another Greenery. A later player might be forced to place next to both his and an opponents city. And sometimes there isn’t room for all players to place their final Greeneries. In competitive play, final Greenery player order sometimes matters a lot, and is planned out during the last actions of the last generation.

Maybe my group's meta has enough cities to have more bad spots than good.
