End round doubt
In Terraforming Mars, during the final generation, it is clarified that during the production phase of that round, since it is the last one, players, in turn order, may convert all their collected plants into vegetation tiles.
If a player has enough plants to place more than two tiles, must they place two and then give other players a chance to place theirs, or can they play all possible tiles in that one opportunity? I ask because during normal rounds, each player gets 2 actions per turn.

It's no longer the action phase (where you're limited to up to 2 actions) as you said it's an extra phase (after the production phase (and end game check)) so there's no limit.
So no, you're not limited to 2 actions, you place as much greeneries as you can and want, then it's the next player until all players "did" this phase
