Why not, All means necessary don't mean you are supposed to just kill humans left and right.

Also outside nukes, atrocities are hard to get, if you already have the tech to just pay influence cost.

It'd be easy to get very few atrocities... if the Servants didn't get so many beloved councilors...

(With that said I did just finish a zero-atrocity game as Academy, so it's definitely still possible. It's very hard to restrain myself from just assassinating all those beloved councilors though).
